A woman who lives near the site of the accident claims to have been woken up by the noise from the crash. "Oh my god, I can't get no one to help. The whole thing's on fire," the distressed caller claimed, according to a 911 call obtained by TMZ Sports. "It's almost all gone," she said, referring to the flaming SUV. "I think someone is in it."

The caller went on to say that someone had to be in the fire-engulfed vehicle based on "the way they were yelling," though it is unclear if she meant the victim inside of the car, or other onlookers.

A man who called also claimed he "heard a dog yelping" but wasn't sure at first if it was his own dog. "I want to say the [Corvette] was probably speeding. I mean, I heard loud revving, loud noises, and then a big collision."

He also stated that Ruggs was "possibly conscious" because he could see him moving around slightly, but that he did not seem "fully there." He then identified Ruggs as "possibly under the influence."

Since November 2, Las Vegas Police confirmed the pro athlete was initially facing a felony charge of "DUI resulting in death", but according to the Las Vegas Review-Journal, the 22-year-old will likely also face charges of "reckless driving resulting in substantial bodily harm", "DUI resulting in substantial bodily harm", as well as misdemeanor charges for possession of a firearm while under the influence.
